Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are issued from multiple capitals. Significant resources is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been dispatched to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: multiple launches fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its favour.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
